Username already exists (how-to use same username in parent/chikd portal)

Running DNN v4.09.02 after upgrading from v2.02 (another story) - I have two Portals in one install.. I'd like to have the same username in both, but I get a "Username already exists" even though it is not listed in the Portal I'm registering in.. must we have unique usernames in every portal? Seems counterproductive since they are seperate, have unique GUIDs., and can have the same e-mail.. Is something wrong, or is their a config setting I can change?

you can have same user (not two users with same name) in multiple portals by signing up with same username and password.

It wil not let me do so. Either in the User Editor, or regular registration. Backend is SQL 2000, migrated recently to 2005. Like I said, I get "Username already exits"

The user has to be exactly the same. By that I mean username/email/password etc.
