You should be able to do that from within your skin.  Just make a copy of your skin file (renamed but in same directory) to use as your home page skin and add the desired code there.  All other pages will continue to use the original skin file.

If you just want to add that behavior to one page, rather than to a group of pages on your site, it may just be easier to edit that one page rather than creating a new skin for it.  In the settings for the page, there is a Page Header Tags setting.  Whatever you put in there will be injected into the <head>, so you can add your script and link tags to get the javascript and css referenced.
