If you scoll down does it tell you to refer to a log?

Delete all files and database and start again.

Check that your permissions are all the way down from the root folder (right click/properties/security/advanced/replace permissions on child objects).

Check a firewall isn't getting in the way such as ZoneAlarm (completely disable privacy settings and cookie settings).

I have removed all of the files and the database several times with the same result.  There wasn't anything referencing any log file at all.  I am using the typical method.  I am using the 4.9.3 install distribution package.  IE 7 for the browser and Windows 2003.

I have propogated the permissions on my directory also.  No firewall.

Sorry for my lack of knowledge but which logs would I be checking?
