any way to send a welcome email to register user when they register?

this is done automatically afaik. You can change the text of emails that get send by going to the language editor in either admin>languages or host>languages, and find the text in globalresources

i user 04.09.00 version

i didn't receive any welcome email when i register but the admin receive email with every register user

afaik registering users should receive email as well. What type of registration is your portal set to?

have you checked spam filters etc?
