I tried to edit the toolbar security roles, but nothing saves.  There are 4 roles, and if you edit users to not have permission, and admin only, then hit apply and hit ok, nothing saves.

I tested this on 3 seperate DNN installs and non of them save, so something is wrong here.

 please be aware, that there is an order, in which toolbars are applied - the first one wins

make sure to apply your settings for the right scope - module tops portal and is topped by instance

be aware. that those settings are axamples only, you can easily create your own toolbar sets.

I remember encountering this problem - and searched for ages for an answer. You need to check the checkbox before saving, as described here
