I am trying to set up a development environment for 2 users.  I have DotNetNuke set up on my server.  I am trying to set up a developer's machine.  I copied the project from the server into a dev folder on the local machine.  The project runs fine when I 'view in browser', but when I try to create new modules by clicking 'file'->'add new item', the DotNetNuke templates do not appear on the developer machine.  They do, however, appear on the server. 

Do I need to install the .zip on my developer's machines to be able to use the DotNetNuke Dynamic Modules templates?

I've been struggling with this setup for over a week now.  I'm almost at the point of abandonment.  Could someone please help me?

The templates will be pulling from your local environment. Install the templates on the dev machine and you should be able to use them.
