I am new to DNN and trying to find out if i can modify the default skin to have from DNN to have two menu bar. one above and one below the Logo banner.?

HAs anyone have any sugesstions?

Sure.  You have to have two different control names of course, but it works.  At least within reason, since determining the starting point of each menu can be problematic.

Where would you make changes to?

You can create two (or even more) instances of the Menu Provider within a Skin

Mainmenu < dnn:nav id="MainMenu" expanddepth="1" controlorientation="horizontal" runat="server">

SubMenu < dnn:nav id="SubMenu" controlorientation="horizontal" runat="server" level="child">

Just place these 'Tokens' anywhere you like in your Skin
