It's very strange. I am developing in DNN 4.9.2. And version of test site is 4.9.2 too.

For a v 3 module manifest:

1. Remove the following node or set its value to False:

        <supportsprobingprivatepath>True</supportsprobingprivatepath>
 

2. When specifying .dll files in the manifest, do not use a <path> node and any .dll that is referenced will be placed in the site's /bin folder:

        <file>
             <name>NMDUC.Modules.MyProductCategoryList.dll</name>
        </file>

3. Note that MesSer's reply is for v 5 manifests for DNN 5.00.00 and above only.
