This is by design, to avoid changes being overwritten.

For any resource key, DNN is looking for an entry in portal specific resource file version (*.[portalid].resx) first, next for a host customization (*.host.resx) and last into default resource file *.resx (and, if not found, into same in fall back language).

if there are issues with specific resource files, delete portal file and recreate modification to validate, I am not aware of an issue in this area.

OK, I still have an issue.

Whenever I use Admin --> Langauages - Language Editor I get an error updating the file - A File Operation Failed. Please Check Resource File Permissions So Files Can Be Edited.

So if I read the last reply correctly I deleted the portal file (portal 100) and tried again, but it still failed.

This process was working OK prior to my last upgrade (4.9.0 -> 4.9.3).

Nothing has changed as regards to permissions and I can view both the *.[portalid].resx and *.host.resx OK in a browser so I am confident that there isn't any corruption in the XML files.

OK, A bit more research (using http://www.searchdotnetnuke.com rather than trying to manually search the DNN forums) has found that this has been reported as a bug in V4.9.3. It can be found here: http://support.dotnetnuke.com/issue/ViewIssue.aspx?id=9765&PROJID=2

I have added a comment because it would seem that this bug is not designated to fixed in a v4.9 version of DNN.
