I am having the same issue

 

The template in visual studio cannot find many files to create a new website.

Same issue for me. I installed the 4.9.4 starter kit. Went into VS2005 File > New > Web Site and selected "Dotnetnuke Web Application Framework". I get dozens of messages that files are missing. I also tried it in VS2008 and the same things happens. Any help would be appreciated.

The problem appears to be that several files referenced in the DotNetNuke.vstemplate file are missing from the DotNetNuke.zip. I think that some of the file names were not updated with version 4.9.4.

a common oversight is renaming either release.config or development.config to web.config. Failing to do so will result in numerous compilation errors, since the dnn web.config also contains a lot of namespace references.
