This thread points out that (then) the DB did not have what you want.  Especially Sebastiens post.

I think you need to check very carefully that the DB level for the version you are using has the actual information you want.

There are lastmodifiedondate and lastmodifiedbyuserid fields in the tabs table which seems to store the last time the settings were updated. You could include in the query a clause to retrieve the modules from a page to see when they were last updated as well (assuming the modules save the info). Most that i've been using have some method of dateupdated, datemodified, dateedited, something along those lines.
