All was working fine until a few weeks back. Any insight and help will be greatly appreciated!

check, whether the file is present, if it has been deleted by accident, restore it from an backup or the DNN install package.  If it is present, check permissions.

I am not running out of the C:\ folder so it is not there. It was never there.

very strange, did you try to restart the application and did you verify file system permissons for ASP.Net account ("Network Service" by default)?
