In almost all module action menues, there are actions like delete, import/export, copy, move and so on. I want to know how to make these actions available to the user without dropping down the menu. For an example, putting all these actions as well as user defined actions like add/edit next to the settings, print and syndicate buttons for the module. How would somebody do something like this? If you can't really do this, is it possible to turn the actions button for the modules into a standard asp.net control?

You can do this be creating your own menu for this, its just a special usercontrol

you can ahve th action menu but also ( from earlier dnn days the dropdown actions menu  ~/admin/Containers/DropDownActions.ascx

So check the source for those and then make your own

I haven't tried, but you should be able to use the [LINKS] Skin Object as well in your container listing all root entries of the action menu as a link list.
