Actually, we just had a similar problem upgrading from 4.9.4 to 5.1.1.  We could go to the Dashboard module and all was OK, but when we try to 'Manage Dashboard Controls' we got a similar error.

Our error stated that the 'Admin/Dashboard/DashboardControls.ascx' doesn't exit. Of course, the Dashboard directory is located in the DesktopModules/Admin directory, not in the site's 'admin' directory.

However, if you go into the Dashboard control, we saw that the second entry, 'DashboardControls', has '/Admin/Dashboard/DashboardControls.ascx'.  It is missing 'DesktopModules' at the beginning.

We changed it to 'Desktopmodules/Admin/Dashboard/DashboardControls.ascx' and the 'Manage Dashboard Control' link now works.

Not sure if this needs to be reported or not.

Awesome!  I rebuilt twice, from 4.9.4 to 5.1.1., then 4.9.4 to 5.0.1 to 5.1.1 and the dashboard failed each time.  This solved my problem.  But the good news is I getting pretty good at cloning sites and and databases to restore to any point in the process.

Strange, I upgraded from 4.5.5 to 5.1.1 directly without this issue, but I did use the install package rather than the upgrade package (didn't use the XML merge upgrade method).
