 I am putting a DNN (4.9.4) website together where there is a requirement for users who control/supervise users as follows:

An modified admin user can do anything including reset passwords and disable users (pretty much the core DNN package although it would be useful if this type of admin user could only do user related tasks and not harm the rest of the website content)

A number of Supervisors (new concept) user who have under their wing a number of users. It should be possible for this user to suspend only users under his/her control. It would be useful if this user can only do this and not have administrative rights to change other parts of the website or settings.

A standard user.

Is it possible by way of configuration (or purchased module) to have a tiered approach to users like this where a number of users fall inside the control of a supervisor who him/herself falls under the control of an administrator?

you will need to create a custom modules with user administration limited by role or profile property.
