I am trying to create a site for users that may not have the most updated equipment. I viewed the site on an older computer 1.5  gig - 256 video card --with a 17 in monitor.  You have to use scroll bars to view the site horizontally. 

I purchased a skin package but no matter which skin (index wide, index II etc) I choose the site does not resize the display. Is there a way to adjust this setting?

I tried changing the screen size but the reseults were fuzzy. It resized correctly but you had fuzzy fonts.

Well, if the designer knew what they were doing, they would have designed the skin so you could easily adjust the main content area's width in the skin.css file in case the prepackaged widths didn't suit your needs.  If you can't find where to do this yourself, you would need to contact the skin designer directly to get their recommendation on how to do this with their skin.   To make it easier to figure out for yourself, you could use IE's developer toolbar or Firebug in Firefox to see exactly where the screen width is being set or rather where the content's width is being set.  You can always change it to a fixed width, or if the layout is structured appropriately you could set the width to a percentage for a more fluid layout scheme that would always be say 95% of the screen width no matter what the resolution.  Again, I'd check with the designer to see what they recommend.  Also, you could look into customizing the skin so that certain browsers and browser versions are fed different css files that would change the width of the content accordingl, and would take careful planning and coding to tailor the setup based on your particular client base.  As far as blurry text, well, if the equipment is that old or outdated there may not be anything you can do for that.  Anyway, you won't find a step by step instruction here because there is just no one answer anyone can give without being intimately familiar with the particular skin package you are using, there are just too many ways a designer could have set things up to know exactly what to tell you.
