I have been researching for a while and seems like most DNN skin providers don't have appropriate skin categorized for government and municipal website. The skin does not have to be free.

Any suggestiong would be appreciated!

I've got a list of Government sites using DNN at:

You'll see that most are a roll-your-own skin or variations on freely available skins.
