After modifying this file, you must set your default toolbar in your web config. You can also specify that on the custom properties dialog directly from the editor provider

Check those places and see what you already customized there.

I think I had to go and empty my Temporary Internet Files manually (not through Tools/Internet Options etc).  I think that got my changes to show up. And it was the file under Custom that I changed that worked.  Hope that helps.

I'm not sure how to change the styles of the combo boxes so that you could leave them there but change their appearance.
