My users requested that I make the icons on the Navigation Toolbar larger (45px instead of 35px).  So, I made the icons larger and set the CSS height rules to 45px.  However, in IE (IE7 & IE8 in compat mode) the icons still appear as if they were sized for 35px.  Is there an IE-only rule that I'm missing?

Which version of the module are you using. I have a feeling there is a 'container' type css class that may need some adjusting in addition to the icon classes.

I sort of figured this out.  The problem was the CSS display rules - specifically for display: table-cell, display: table-row, and display: table.  I removed this, which resulted in an unstyled nav bar.  Then I set a static width for the outer div (not a good solution, but oh well) and floated the labels inside of it.

For the icons with text, I set the forum to use only text labels and then used some jQuery magic:
