I have just loaded 5.1 and have begun looking around.  Is the console module a way to create a user site map?

You could.  You put the console module in whatever page you want to be your user-friendly site map (which is different from your google/search engine sitemap, natch), and it'll show the child elements of a page you select.

I'm pretty sure you could show the child elements of 'home' - which is all your site, but barring that, you add a console module for each tab you have and set each of those console modules to show the child elements of each tab.

It might not be the best way, though.  I'd recommend getting the house of nuke's menu skin object and trying to adjust it to display normally.  This menu puts out pages in an unordered list (all nested and everything), which can be turned into a menu with css.  However, I'm guessing that if you leave it well enough alone and you clear out all menu-intended css, you just get a plain old unordered list (unordered list, of course, means 'ul' and 'li' tagged html) of the pages of your site.  Best of luck.
