How can I create an email template to use when sending newsletters?  I have standard text such as greeting, disclaimer and house keeping text along with custom text for the particular newsletter.

It's not bundled by default. You would need to use a third party module.
You could also log an enhancment request at support.dotnetnuke.com

another option would be to create a template in FCKEditor (note: site CSS will not be included) or your favourite web design software and save it as an HTML file to copy it, whenever you need to send out a newsletter. Templates are one of the features I still plan to add to the Newsletter module.
