Sorry if I came across a bit snarky.  I just noticed that you DID tell me exactly what I needed to do.  The link was right in front of my face and I just could not see it.

That's a really well hidden feature, must have tripped over it 20 times!

Thanks to the core for moving away from XML on language enable/disable settings and into the database with it.
