Building a community portal for six small towns.

Only residents of those communities should be allowed to register.  I'm wondering if anyone has any ideas / tools to help moderate the registrations.  A totally automated system would be great but I doubt that is possible so anything that can help make the moderation process qucker / easier would be greatly appreicated.

One idea I thought of was to use an IP geolocation service.  Although the accuracy of most of these when it comes to the town / city level is not very good.

I did find one that seemed like it might be accurate enough to use - www.myiptest.com - please help me test it by going to the site and reply here if it got your city / town right or not.  It gives you all the info on your IP on it's home page without having to click anything. This site almost nailed the exact lat. / lon. of my location - kind of scary really.

Definitely NOT reliable.  I'm on our corporate LAN in Chicago and myiptest.com says I'm in Bloomington, IN.  (It is a Comcast connection which was correctly identified as being Comcast.)
