Okay, I had the same exact problem. We've also got the CISS.SideMenu (DNN360) and as it turns out this is the problem.

The CISS.SideMenu installs 3 triggers on the TABS table. One of those triggers is a delete trigger and it is what causes the problem when you try and delete a portal.

The easy solution: Go into SQL Server Management Studio and DISABLE that trigger on the TABS table. You will then be able to delete that Trigger.

I don't know enough about Trigger design to know how to properly fix the trigger. But at least you can disable it and move forward with your life.
