I downloaded a week ago and am trying to install DNN 4.0.3  (VS2008).

And it fails both from Install and Starter Kit packages, from File system and Local IIS.

I cannot figure out what is wrong and how to install DNN 4.0.x?
What is the stable version download for 4.0.x?

The errors that I get during installs are:

DNN 4.0.3 is a very old version (about three years old, I think).  DNN 4.9.4 is the latest 4.x version.  There are many feature improvements, bug fixes and security updates made in the versions between 4.0.3 and 4.9.4.
 
You should start with DNN 4.9.4.
 
Version 4.9.4 also features a better installation wizard than with 4.0.3, though I can't say that this will overcome your issue.  Check the following for a simple step-by-step (with screenshots) for installing 4.9.4:
