Ok.  So, I don't know what happened last time because I seriously had a deja vu adding the permissions of that folder to a new user.  But, the site worked and logged in correctly.  Only problem is it still won't sync the new user's roles as before.  (old users can login and even switch between AD groups.)  But this time, not even the manual login is showing any syncing of roles.  So, my new users aren't syncing at all.

I have now learned that, even with this different user in my impersonation, the new users will still only sync roles if added to the domain admin group first even though I gave the impersonation user full access to the website and to that file.  I'm not sure what's wrong here.

 I'm at a loss Zeth. I've never heard of a problem similar to yours. Can you talk to your network guys? Perhaps they've got something setup so that only domain admins can traverse the AD groups (though when they connect it should be as the impersonation user as long as you're still using forms authentication in your web.config).

I have been having this problem for a long time.  I have posted this problem serveral times and never received a responses.  I would love to find a solution.

 Jonathan...the synching problem or Chrome jumping up and wiping out the Subject line?
