 So My question is... Q1. How can i add or Load My dll(SSO_Proxy.dll) into DotNetNuke Website Site while i am creating a new module from site ?

The assembly needs to just be placed in te /bin directory of the DotNetNuke website. You do not need to "Add Reference". If you install the Vaction module in my code example you will see that it places a .dll in the bin of the DotNetNuke site and it works fine.
