When logged in with either Host or Admin Role, if you go to Admin > User Accounts, then User Settings, you could check "Require a valid Profile for Registration:Require a valid Profile for Registration" which would force users to enter their user account details in order to register...

That gives you the order:

1. Preferred User Info
   1. Username
   2. First Name
   3. Last Name
   4. Display Name
   5. Email Address
   6. Password
2. Name Details
3. Address
4. Contact Info
5. Preferences

However, if you just want the basic Registration but want to edit the order, I'd imagine you'd have to edit the core module.
