What DNN version do you use? in DNN 4.8.3 and upper, DNN native supports adding a XMLNS in html tag. source code in Default.aspx is:

<html <%=xmlns%> <%=LanguageCode%>>

If you attached a .doctype.xml or set a DOCTYPE, DNN will check the DOCTYPE you used and choose the proper XMLNS string.

But this part is just accessable in DNN source code, can not modify by module in server side.

To use the Facebook API, you need to append an XMLNS to the HTML tag to augment the standard HTML namespace.   There is not a corresponding DOCTYPE so this idea won't work.

I just had to do this in a dnn 7.2 skin and noticed it has changed. Now in default.aspx - the html tag is:
[<html <asp:literal id="attributeList" runat="server"></asp:literal>>]

So in my skin codebehind - I simply used
Code:

var cDefault = Parent.Page as DotNetNuke.Framework.CDefault;
var attList = cDefault.FindControl("attributeList") as Literal;
if(attList != null)
attList += " class='myClass'";
