What CSS file to edit to change the Spacing between Header and content of a panel?

I have a picture that shows what I'm talking about.

What you are refering to is probably mostly caused by the undordered lists in your content.

Add

ul{padding-top:0; margin-top:0;}

to skin.css

(this is not the same issue as the thread you tried to move up BTW)

I just did this and it didnt work. Its still looks exactly the same.

skin.css is located in (\Portals\_default\Skins\MinimalExtropy)

 

Any other Ideas?

What file and what class all depends on the setup of the skin.  There is no universal answer for this as every designer has their own style and quirks when it comes to skin design.  What you will have to do is examine the page using either IE Developer Toolbar if using IE, or use Firebug in Firefox.  Both of those have and "inspect" type feature that places a box outline around each html element as you hover or as you click in the source code view.  This will allow you to see what exactly is causing all the extra space, and will tell you which class in which css file is setting the extra space, including the elements that it might have inherited from.  You may have to create a cascade of classes to override it without effecting something else that might need that space in it.  Good luck, this stuff can drive a person crazy, but the Developer Toolbar and Firebug will alleviate much of the trial and error involved, and even let you temporarily change a setting to see how it will effect the page before you make the final update in the actual files.
