DNN 5.1.1

I am seeing a couple of weird issues.  When I investigated the second I believe there may be a relationship between them and the method of deleting users.

Adding New User with Same Email as Deleted User

I have been getting some errors with email addresses (portal is set to support unique email addresses) as if they were duplicates of existing accounts however they were not.  I suspect there is a conflict between the new user account and a previously deleted user account.  Does anyone have any feedback?

Deleted User shows in drop list

Deleted administrative user shows as an option in the drop list located at "admin>site settings>other settings>Administrator".  I double-checked and the user does not show up in the User Accounts section.

Does anyone know a way to permanently delete a user account without directly accessing the database, or of resolving the two issues above?

Can you login as the deleted user?

It sounds like you will need direct database access to fix.   You can probably just locate the email and change it to something else(or delete the records) in the aspnet_Membership and Users tables
