i'm converting a website from a mysql/php based site to a sql server/dnn site. how can i move (and maintain) encrypted passwords into the new database?

 I suggest to export the user data as a list and use one of the available 3rd party modules to import it into DNN; e.g. BulkUserManager from PHD is cheap and works well, but you need to make sure that all passwords meet the requirements specified in web.config.

There is a little more to it than just that.  You have to find out how the password is encrypted and then how it is stored.  In some cases, it's not going to be as easy as just copying the password hash from system to another.  You may need to generate new passwords and send out emails to the users.  You also need to think about if you are simply importing users or importing users and forum content.  If you are dealing with other content you will also want to maintain the user references to the other data during the migration.
