 Upgraded from 4 to 5.1.4.  The extensions are grayed out.  I can go to host->module definitions and get this error:

Error: Module Definitions is currently unavailable.

Also, could it be that I didn't upgrade the web config file?  could I jsut recopy the upgrade package and overwrite?

Update: Tried that and still no change
