I have two known users that see the edit (pencil) icon when they login to the website. I checked their user account and neither has adminstrative rights to any of the modules/pages. How can this be happening?

Has anyone else had this problem?

DNN Version?  Do they get the Admin/Host menus?  See the edit on all modules?  Custom skin or containers?

DNN version 5.1.1. The users don't see the Admin/Host Menus. The icon doesn't seem to be appearing on the homepage but all other pages it does. I checked the page/module settings and they are all set to what they should be.
