Hello!

How Do I turn off the setting that automatically adds a Text Module to a New Page? Anyone got any ideas?

 When creating a page don't choose the default page template, that's what is adding the module.

Is there away to set non as the defaulted selected one on all my portals?

You could create a new template and then rename it to be the same name as the default one (replacing the default one).

I haven't tried that before, but it should work.

Accepted Answer 

Go into the templates folder of the portal and delete the default.page.template. Then "None Specified" will be listed as your page template when you go to create a new page.
