How would I go about forcing a set of host defaults and remove the adminstrator options from being able to be accessed?

Set it up as you want and then open Providers/HtmlEditorProviders/DSFCKEditorProvider/fckinstanceoptions.ascx

Add Visible="False" to the 5th line, starting <asp:checkbox ...etc

This will remove the tick-box.

Well, I could do that but the problem is that I would have to re-show/re-hide the checkbox everytime I create a new child portal right?  I need to figure a way to have the defaults customized for our system.

Between the settings in web.config and the FCK settings file Providers/HtmlEditorProviders/DSFCKEditorProvider/Custom/fckconfig.js you should be able to sort out some permanent defaults.

But even if not, revealing the tickbox to set up your editor is surely the least of the work required in setting up new portals.
