I just upgraded to the latest version. Everything seemed ok except now whenever I go to change the site or portal settings I get the following error

 

Error: Site Settings is currently unavailable.

go to languages in admin menu and click "Add language" at the far bottom (I apologize for the bad UI).

Select "English (United States)" with NO fallback language and "enabled" enabled. it update.

Add any other language you had installed before with fallback "English (United States)".

Go to Site Settings and make sure, the right language is selected as default language.

I received the exact same error yesterday while upgrading from 4.9 to 5.1 and I was glad to see Sebastian's post.  It has not worked for me.  When I try to update the language I see the following error:

I finally was able to solve this.  Even though I continued to receive John's original error and I could not fix it by using Sabastan's method I was finally able to edit the language setting trhough the Admin - Languages menu (I could not add the lanugage because I received the error that said it could not add a duplicate yet it was unavialble to select).  I could select it in the edit screen and so I was able to selct it there.  I am reasonably sure that this happened because I never chose a default language when I built the site months ago and didn't have to either.  It didn't matter unitl I upgraded.  I am going to go back through my other production site and make sure that the default language has been set so I won't see this error again.
