I am looking for the best way to implement a solution. What I have is a job site where users I autorize can post jobs for their company. What I would like is an anonymous upload resume page. What I need to be able to do is allow any user to upload their resume with some basic information about themselves. Then, I would like for all of my authorized job posters to be able to go in and view those resumes. I would also like a captcha validation on the upload. What I'm wondering is what is the best way to go about this, I'm open to purchasing and third party software too. Thanks,

Have you looked at Snowcovered, several modules look like they may fit most of your needs.  Never used any of them so I can't offer any recommendations.

I have looked through snow covered but I cannot seem to find a generic file upload that has permissions that are customizeable.

Not sure this will do everything you want, but it is free, easy to use, and is a DNN module that allows file upload:
