I just upgrqaded a site from 4.6.2 to 5.1.4.  I used the Upgrade files.  Everything said it went correctly.  However, now when I login as admin or host, I get the default page but when I try to access any pages in admin or host I get an SSL cert failure and when I bypass this error I get the following

Server Error in '/' Application.

The resource cannot be found.

I always suggest upgrading via DNN 4.9.5

also make sure to run in integrated mode, if using IIS 7 (Vista, Win7, Server 2008)

Ok, I should have upgrade to 4.9.5 first.  And I don't know what you mean by running in integrated mode.  Do you have any suggestions on how to fix this problem?

Integrated mode is an app pool setting in IIS 7

to fix your issue, restore a backup of previous version (files and database) and upgrade to 4.9.5 first.
