 I would like to create a program which allows people to rate items (in this case treatments) in different categories and then do queries against the data base as in

What is the average rating for  Y type of  treatments? 

What are the most highly rated  treatments overall?

(SInce there will be a cost component) What is the average rating of low cost treatments? 

Etc, etc. Is the a module that will let me do that?

There is no such module available in the market as per your requirement.
because your requirement is very specific.

If you are able access the database where you ratings are located -- you can create appropriate SQL Select (or Stored Procs) to display the analysis.    You can use the Reports module, or SQLGridSelectedView (SGSV) from Tressleworks
