From what I gather [off of twitter] just click vote on another skin and it will 'change' your vote. I think it tracks them all but only the last one will count.

I think it would be better if it showed your current vote [maybe a new label on the top?] and explained that a new vote will replace it.

I can't vote 'cause I 'm an entrant - If you're an entrant, clearly you can't vote.

My understanding is that the Community Favourite category - voted by logged in DNN Community members - is the favourite over all (i.e. over all categories). I think perhaps the misunderstanding here is that people might think they need to vote per category...?? Category winners have already been voted for by the judges and will be announced later. You're voting for your favourite submission out of all the submissions from all categories - thus, you should only get one vote (programmatically anyway).
