Okay, I found this tidbit on how to resolve the issue:

DotNetNuke 4 - Nothing To Install At This Time


Nothing To Install At This Time

Current Assembly Version: 04.00.02

Current Database Version: 04.00.02

 

If you get the "Nothing to Install At This Time" message when accessing your DotNetNuke 4 portal, you can add the following line to the appSettings in the web.config file:

<add key="InstallationDate" value="3/9/2005" />

I added the information except I used the value of yesterday :

<add key="InstallationDate" value="5/29/2006" />

And that seemed to work. 

If anyone can explain the reason why or has anything they would like to add please do so.  The more we know the better.
