If I want to resize the entire layout of my skin where do I edit the files? I have edited the html file directly on the server but it does not change the layout. Where do I edit my skin so the entire frame will expand?

You can either edit the ASCX file directly, or after having edited the HTML file, reparse the skin via the Admin -> Skins page. Parsing will take the HTML, and combine it with the XML that defines the token attributes and create the ASCX file from those. Many (including myself) find it much easier to just edit the ASCX file as you can see the changes real time.
