Is there a way I can setup a blog (single blog, not individual) where every registered users can add an entry in seperate category? i.e. SQL Server , .Net  ,Networking are category; and user1, user2 and user3 can add a blog entry in whatever blog category they want!!

This may do what you want:  give the group of users edit permissions on the blog module that you want them to be able to post to.  (It almost sounds like a wiki is what you want, though.)

Note that there is no way to limit user entries to a specific category in a blog.
