I've been trying to use the newsletter feature...the system tell me message have been sent..but none are received...

We have a portal that was provided with another software system and was built on the "community" version"  04.09.01.

Is this feature functional in this version?  if so, what is the trick to get it to work?

you should at least upgrade to DNN 4.9.5 for security reasons. besides check out your SMTP server configuration in host settings and make sure, the sending user's email address has send permissions for the SMTP server (either same domain or relay mode enabled).
