It does not matter what page or module I try to do settings on this is the error I get - does anyone know what I am missing?

Error: is currently unavailable.

which DNN version are you running? try to re-unzip installation files, there might have been a file corrupted during unzip.

DotNetNuke versions 5.02.00 and above require that ASP.Net 3.5 SP1 installed on the server. Also, if your installation was an upgrade from an earlier version (particularly from 4.x), it may be that the web.config (<assemblies> section, etc.) did not get automatically updated during the upgrade to reference the appropriate Version=3.5.0.0 assemblies such as for System.Core, System.Web.Extensions, System.Xml.Linq, System.Data.DataSetExtensions and System.Data.Linq.
