please note, you can read all security bulletins and their details @ http://security.dotnetnuke.com . I recommend running either 4.9.5 or else 5.2.3

Is there a way to quickly apply this FCK fix to an existing version without the upgrade?

Just my 2 cents... isn't it better to just upgrade? An upgrade fixes more than just security updates... I allways try to keep up to date... ofc some site need to remain on a certain version due to module compatibility... but I guess 4.9.5 would work for you!
