Just as Sebastian points out, you will need to 'Enable' your new language in order to make it visible/active for each portal.
First, you will need to install the Language Pack (or create an empty language) while logged in as a Host user, which means you are making that language available for all portals under that DNN installation.
Later, on a Portal per Portal basis you may enable each language by marking the corresponding 'Enabled' checkbox from the Edit Language page. You reach that page from the Admin-Languages page, using the link 'Edit Language' which is located under the languages dropdown list, and after selecting the proper language from that list.
It's kind of a puzzle, I know. The config pages are all the same, but the available switches and options are different if you're logged in as Host or Admin. Remember, as a general rule, changes made as Host are installation-wide, while changes made as Admin, are Portal-specific.
One more thing: Not in the interest of marketing (which you know I don't do here), but with the intention to make a point clear:
- While you don't actually need an Australian LP in order to enable the en-AU switch/flag for your portal, our LPs do a lot more than that. They contain specific locale terminology and forms of speech, plus all text resources have been edited and proofread. And that means over 15,000 text resources, for all DNN versions.
