On my home page I have a left-side content pane, with 3 modules in it. There are no modules in the left side content pane anywhere else on my site, and my site only has 1 skin. The 3 modules on my home page are in the following order:

Module A (first)
Module B (second)
Module C (third)

But when I apply those 3 modules to all pages the module order gets messed up on all pages except the Home page. For example, If I go to the settings for 'Module A' and click 'apply to all pages'  and then go to 'Module B' and apply to all pages and then the same to 'Module C', the order of the modules does not replicated across all pages and instead resenbles something like for all other pages:

Module C (first)
Module A (second)
Module B (third)

And when a new page is created it has the modules on it in the wrong order as well instead of using the order like the Home page has.

Is there any way to make the sort order stick when applying modules to all pages?

Easy solution is to place those modules in separate skin panes. that way they won't get messed up.

Yeah, that's a good suggestion and I've done that before in the past. But other than making individual panes for each module, I was just hopeing maybe there are some specific steps to make sure the order remains on the back pages once i apply modules to all pages.

I would like to see this issue resolved because this is bugging me already several years..
Don't understand why nobody else seems to have issues with this.

Only workaround I have is
Deselect "all pages" from all modules in that pane except the one that need to be on top.
Go to the recycle bin and empty it.
Re-apply the "all pages" in "top to bottom" order.
