Can some tell me if there is a way to show the appoffline, and still login as admin.  If so, how can I do this?

no, if you place app_offline.html into the root, the app is completely disabled for anyone. The only option you have is using a second domain address (e.g. temp.mydomain.com) as additional portal alias, to be used by the admin, AND a second IIS web site, you route your www.mydomain.com to while working on the application.
